When Will the Second Phase of ECI’s Special Intensive Revision Take Place? Key Dates Announced

The Election Commission of India (ECI) on Monday announced the second phase of the Special Intensive Revision (SIR) of electoral rolls, which will be carried out in 12 States and Union Territories. Addressing the press conference, Chief Election Commissioner (CEC) Gyanesh Kumar stated that the voter lists of these regions will be frozen at 12 am tonight, after which all voters on those lists will receive Unique Enumeration Forms distributed by Booth Level Officers (BLOs).

ECI SIR Schedule, Check Key Dates

Announcing the schedule of SIR process, Kumar stated that Phase 2 of the Special Intensive Revision will begin with printing and training from October 28 to November 3, 2025, house-to-house enumeration from November 4 to December 5, draft electoral rolls would be published on December 9, claims and objections can be raised from December 9 to January 8, 2026, notice phase including hearing and verification will take place from December 9, 2025 to January 31, 2026, and final electoral rolls will be published on February 7, 2026.

SIR in 12 States/UTs- Which Are They?

The 12 States/ Union Territories where SIR will be conducted are: Andaman & Nicobar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.

Meanwhile, during the press conference, CEC Kumar reiterated that Aadhaar cannot be used as proof of domicile, citizenship, or date of birth, as per the Supreme Court and Section 9 of the Aadhaar Act. He added that Aadhaar serves as a proof of identity and can also be used for e-signing, noting that even newly issued Aadhaar cards explicitly mention these limitations.

Why Assam is Not Included in the SIR?

He also clarified on Assam being not included in the second phase of SIR. Kumar emphasised that there are separate provisions for Assam under India’s Citizenship Act, noting that checking of citizenship under the Supreme Court’s supervision is almost nearing completion.

“Under India’s Citizenship Act, there are separate provisions for Assam. Under the supervision of the Supreme Court, the checking of citizenship there is about to be completed. The 24th SIR order was for the entire country. Under such circumstances, this would not have been applicable to Assam. So, separate orders for revision will be issued for Assam,” Kumar added.
