On the occasion of World Population Control, Uttar Pradesh Chief Minister Yogi Adityanath on Sunday unveiled its new policy on population control for 2021-30. The aim of the policy is to bring the population growth to 2.1 per cent.

While speaking at the inauguration event, the Uttar Pradesh chief minister said increasing population can be a hurdle in way of development. Every community has been taken care of in Population Policy 2021-2030.

Earlier today, CM Adityanath stressed that population control is the primary condition for the establishment of a progressive societyIncreasing population is the root of major problems including inequality prevailing in the society. Population control is the primary condition for the establishment of a progressive society,” CM Adityanath said in a tweet (roughly translated from Hindi)

Incentive and disincentive under new policy

The Uttar Pradesh State Law Commission had on Saturday released the first draft of the bill aimed at population control and has sought public opinion by July 19. The bill has called for incentives for those who have two children or less. In case of non-adherence to the two-child norm, there will be disincentives.

“State Law Commission has given a proposal for population control and welfare. We’ve proposed that any couple that follows the two-child policy will be given all govt benefits. They’ll be able to avail all government welfare schemes,” said UP Law Commission chairman Aditya Nath Mittal.

As per the draft bill, violators of the two-child norm will be debarred from taking benefits of government schemes, and their ration cards would be limited to four units. They will also be barred from contesting local body elections, applying for government jobs or promotions if they are public servants.
