8th pay commission: What’s causing the delay? When will Government Employees get a Salary Hike? CSS Forum Writes to PM

8th pay commission: Government employees and pensioners are still hopeful that the 8th Pay Commission will be implemented soon. Nearly ten months after the Union Government’s approval, the process remains pending. In a recent development, various reports say that the Central Secretariat Service (CSS) Forum, which represents officers serving in various Ministries and Departments of the Government of India, has written to Prime Minister Narendra Modi, urging the early formation and commencement of the 8th Central Pay Commission (CPC). Here’s an update about where the process is facing a roadblock.

8th pay commission: Is it still at stage 1?

8th pay commission: Yes, the government is still to finalise the suggestions from various government departments and states on the Terms of Reference (ToR). The government has sought input from stakeholders and is awaiting a final decision to formally establish the commission, which cannot begin its work until the ToR is approved. However, the National Council-Joint Consultative Machinery (NC-JCM), which is also responsible for giving suggestions, have submitted its report in January. However, the reports suggest that the government departments and the states are still in the process of submitting the inputs. The government is still receiving input from various ministries, departments, and state governments. The commission cannot be formally established or begin its work until the ToR are notified. The appointment of the chairperson and members will be decided after the ToR are issued. 

After Terms of Reference (ToR), What next?

The ToR is very important for starting any pay commission’s work. It sets the rules for deciding salaries, allowances, retirement benefits, and other related matters. The ToR acts as the base for the commission’s functioning. After the ToR is set, the government will issue a notification, after which the chairman and members can be finalised. Without it, the commission is not officially formed and cannot begin its work. Only after the announcement of ToR, the process kicks in.

CSS Forum Urges Swift Implementation of 8th Pay Commission

8th pay commission: According to the Indian Masterminds portal, The Central Secretariat Service (CSS) Forum, the official representative body of officers serving in various Ministries and Departments of the Government of India, has written to Prime Minister Narendra Modi, requesting the early formation and commencement of the 8th Central Pay Commission (CPC). According to the portal, the letter, addressed to Prime Minister’s Office (PMO), South Block, New Delhi, begins by expressing appreciation for the Government’s commitment to administrative reforms, good governance, and employee welfare under the leadership of PM Modi.
